August 26, 2012 at 4:00 a.m. today, the eye of Typhoon "JULIAN" was located based on satellite and surface data at 900 km East Northeast of Basco, Batanes (24.3°N 131.0°E) with maximum sustained winds of 175 kph near the center and gustiness of up to 210 kph. It is forecast to move Northwest at 15 kph.
Northern and Central Luzon, western section of Southern Luzon, Western Visayas and Mindanao will experience mostly cloudy skies with scattered rainshowers and thunderstorms. The rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.
Moderate to strong winds blowing from the southwest will prevail throughout the entire archipelago and the coastal waters will be moderate to rough.
